Eduardo Antonio Quirós B. was born in Panama City on July 5, 1969. He holds a bachelor’s degree in Law and Political Science and has done postgraduate work in Management and Finance. He has been a practicing attorney and, during the 1999 general elections, was elected Deputy Legislator of the Republic of Panama. He has been Minister of Public Works since January 6, 2003.

In addition, Mr. Quirós has served as member of the Commissions on Government, Justice, and Constitutional Issues, as well as Public Finance, Planning, and Economic Policy. He has worked in the law firms of Bernal & Associates and Quirós & Terán. In August of 2000, he was appointed Vice Minister of Finance and has held the posts of Alternate Governor of the Inter-American Development Bank (BID) and Chairman of the Board of Directors of both the Panamanian Autonomous Cooperative Institute (IPACOOP) and the National Lottery.

Mr. Quirós has also been a member of the National Economic Council, General Coordinator of the National Land Program (PRONAT), and a professor of Constitutional Law.
